The objectives

Exe Flegrei 2024

The main objectives of the exercise are:

  • Activate and organize local operational centers, including Relief Coordination Centres (CCS) and Municipal Operational Centres (COC), in the seven municipalities within the red zone, while testing communication flows.
  • Establish three waiting areas in the Municipality of Naples.
  • Create a layout for the meeting area at the Port of Naples Maritime Station, utilizing the available spaces and facilities.
  • Set up the meeting area.
  • Verify the assisted evacuation plan in collaboration with a school, ensuring the transportation of students from the waiting areas to the meeting area.
  • Conduct a sustainability test of shuttle traffic at the Port of Naples meeting area for assisted evacuation procedures.
  • Register the students participating in the exercise at the meeting area.
  • Test the operational centre managing the meeting area (POAI), which will serve as the connection between the territory/municipality related to the meeting area and DiComaC for the management of assisted evacuation.
  • Involve the twinned regions of Sardinia and Sicily in testing activities at the POAI and at the Municipal Operational Centres in Naples to compare methods of data acquisition and management regarding the twinned population.
  • Conduct preliminary work on renewing the twinning agreement between the Region of Sicily and the Municipality of Naples, as well as the Region of Campania.
  • Test the public order plan and the COVI-Joint Operations Command  by utilizing police and armed forces during evacuation activities.
  • Implement the health plan by verifying data sharing related to individuals under the care of healthcare and social welfare services.
  • Test communications within the internal plan of the INGV (National Institute of Geophysics and Volcanology).
  • Conduct a technical inspection at the Marina di Acquamorta landing stage in the Municipality of Monte di Procida to assess the possible use of the infrastructure as part of the national planning for volcanic risk in the Phlegraean Fields.
  • Plan a regional test (Sardinia) on November 7, 2025, for the first reception points set up in the ports of Cagliari, Olbia, and Arbatax for identification activities involving students from local schools, simulating disembarkation from ships and ferries.
