Esercitazione Exe Flegrei

The event scenario for Exe Flegrei 2025 is based on the volcanic conditions experienced during the October 2024 exercise. This scenario involves declaring a "pre-eruptive" red alert level and initiating the operational phase of alarm. This phase includes implementing all necessary measures to evacuate the population from the entire red zone of the Phlegraean Fields.

The schedule outlines activities planned for November 5 and 6, addressing the described scenario at both full scale and command posts.

Morning

Local operational centres are activated:

- at the municipal level, the Municipal Operational Centres (COC), with their support functions, in the 7 municipalities in the red zone: Naples, Pozzuoli, Bacoli, Marano di Napoli, Giugliano in Campania, Monte di Procida, and Quarto;

- at the provincial level, the Relief Coordination Centre (CCS) at the Prefecture-UTG of Naples;

- at the regional level, the Unified Regional Operational Room (SORU).

The Relief Coordination Centre is convening a meeting with the municipalities and the region.

Nationally, the Civil Protection Department simulates the activation of its Crisis Unit (UdC) and the Operational Committee at its headquarters, along with their respective support structures.

Following the virtual declaration of a state of national emergency, the establishment of the DiComaC - Command and Control Directorate is being simulated at the regional headquarters in San Marco Evangelista, Caserta.

Afternoon

Start of setup activities for the meeting area at the Port of Naples-Maritime Station.

In the morning, an assisted evacuation of 150 people, including students and teachers from the "Bernini-De Sanctis" State Institute located in Piazza Santa Maria in Portico, Chiaia, Naples, is scheduled.

Students will be transported from the school using vehicles provided by the Azienda Napoletana Mobilità (ANM) to three designated waiting areas in Naples: Piazza Vittoria, Piazza Sannazzaro, and Piazza San Luigi. From these locations, buses supplied by the Campania Region will take them to the meeting point at the Port of Naples’ Maritime Station, where their registration will be verified using a check-in system.

Additionally, firefighters from the Naples provincial command, along with 118 emergency services, are conducting a sea rescue exercise for a person who fell from the pier.

The training activities in the Campania Region are scheduled to conclude at 1:00 PM.

Training activities continue at the regional level in Sardinia, specifically in the ports of Olbia, Cagliari, and Arbatax. The aim is to test the identification of local school students at first reception points when ships and ferries dock.
