The Rapid Emergency Planning, foreseen by Art. 4 of Decree-Law No. 140 of October 12, 2023, is prepared by the Civil Protection Department in conjunction with the Campania Region, the Prefecture - UTG of Naples, and the relevant territorial authorities and administrations, based on municipal and national civil protection plans and risk knowledge developed by the Centers of Expertise operating in the Phlegraean Fields area.
\nRapid Emergency Planning aims to establish a specific strategy and operational procedures for response to the effects of bradyseism.
\nThe Civil Protection Department, in agreement with the Campania Region, with the involvement of the Metropolitan City, the Prefecture of Naples, and the affected municipalities, promotes exercise activities to test the measures included in the Planning, particularly considering the mapping of places where people with disabilities live.

It covers a total population of 33,653 people and a total (estimated) number of residential buildings of 6,929, distributed by the municipality.

\nVISTO il decreto del Capo del Dipartimento della protezione civile della Presidenza del Consiglio dei ministri del 2 febbraio 2015, recante indicazioni alle Componenti e alle Strutture operative del Servizio Nazionale per l'aggiornamento delle pianificazioni di emergenza ai fini dell'evacuazione cautelativa della popolazione della zona rossa dell'area vesuviana, pubblicato nella Gazzetta Ufficiale n. 75 del 31 marzo 2015;
\nCONSIDERATA la recente evoluzione del fenomeno bradisismico in atto nell'area dei Campi Flegrei;
\nRITENUTA la straordinaria necessità ed urgenza di adottare specifiche misure per fronteggiare, anche mediante il ricorso a procedure semplificate e altre disposizioni di accelerazione, gli effetti dell'evoluzione del fenomeno bradisismico in atto nell'area dei Campi Flegrei;
\nRITENUTA, in particolare, la straordinaria necessità e urgenza di approvare un piano straordinario di analisi della vulnerabilità delle zone edificate direttamente interessate dal fenomeno bradisismico e di un piano di comunicazione alla popolazione, di elaborare una pianificazione speditiva di emergenza per l'area del bradisismo, di verificare la funzionalità delle infrastrutture di trasporto e degli altri servizi essenziali, nonché di potenziare la risposta operativa territoriale di protezione civile;
\nVISTA la deliberazione del Consiglio dei ministri adottata nella riunione del 5 ottobre 2023;
\nSULLA PROPOSTA del Presidente del Consiglio dei ministri e del Ministro per la protezione civile e le politiche del mare, di concerto con il Ministro dell'economia e delle finanze;

ART. 1
\n(Ambito di applicazione)
Le disposizioni di cui al presente decreto recano misure urgenti per fronteggiare, anche mediante il ricorso a procedure semplificate e altre disposizioni di accelerazione, gli effetti dell'evoluzione del fenomeno bradisismico, in atto nell'area dei Campi Flegrei, nel territorio di alcuni comuni o parti di comuni della Città metropolitana di Napoli, individuato dai provvedimenti attuativi di cui agli articoli 2, comma 2, 3, comma 1, 4, comma 1, 5, comma 1, e 6, commi 1 e 2, in relazione a ciascuna delle misure ivi regolate.

Trasmissione del documento di Pianificazione speditiva di emergenza per l'area del bradisismo","body":{"processed":"In relazione a quanto previsto dall’art. 4 del decreto-legge 12 ottobre 2023, n. 140 recante “Misure urgenti di prevenzione del rischio sismico connesso al fenomeno bradisismico nell’area dei Campi Flegrei”, si trasmette il documento di Pianificazione speditiva di emergenza per l’area del bradisismo elaborato in raccordo con la Regione Campania, con la Prefettura – UTG di Napoli e con gli enti e le amministrazioni territoriali interessate.
\nLa pianificazione in oggetto costituisce il riferimento in cui vengono definite la strategia generale e le principali azioni operative di livello nazionale, regionale e locale finalizzate anche ad un eventuale intervento nazionale sul territorio interessato. I contenuti riportati nel documento rappresentano, quindi, anche un riferimento per l’intervento delle componenti e delle strutture operative del Servizio nazionale della protezione civile.
\nIl carattere speditivo della pianificazione è tale da non rappresentare esaustivamente le esigenze operative che potrebbero occorrere al manifestarsi di un evento emergenziale. Infatti, le procedure riportate nel documento, sono quelle ritenute più rispondenti agli scenari operativi ipotizzati, che prevedono la conseguente risposta all’emergenza che ciascuna componente, richiamata nel documento, attua in funzione delle proprie responsabilità e competenze. Tale risposta potrà variare in relazione ai reali effetti che si manifestano a seguito dei possibili eventi connessi al bradisismo.
\nIl documento non sostituisce le pianificazioni di protezione civile vigenti redatte dai diversi livelli di competenza e responsabilità che dovranno essere aggiornate e integrate, laddove necessario, tenendo conto di quanto previsto nella presente pianificazione per favorire la necessaria integrazione delle attività operative.
