In questa sezione sono descritte le attività realizzate dal Dipartimento della Protezione Civile attraverso le Regioni per la sicurezza degli edifici scolastici: dalle verifiche sismiche sulle scuole, agli interventi di adeguamento strutturale e antisismico per ridurre gli effetti dei terremoti.

Verifiche sismiche degli edifici strategici rilevanti. Dopo il terremoto in Puglia e Molise del 2002 è stata emanata l'ordinanza del Presidente del Consiglio dei Ministri n. 3274 del 20 marzo 2003, che riclassifica l’intero territorio nazionale in quattro zone a diversa pericolosità, eliminando le zone non classificate e introduce l’obbligo per gli enti proprietari di procedere alla verifica sismica degli edifici strategici e di quelli rilevanti per finalità di protezione civile. Tra questi ultimi rientrano anche le scuole.
\nL’articolo 32 bis del decreto legge n. 269 del 30 settembre 2003, convertito con modifiche dalla legge n. 326 del 24 novembre 2003, ha istituito il Fondo per interventi straordinari della Presidenza del Consiglio dei Ministri, per le verifiche sismiche e i primi interventi urgenti. Il Fondo di 200 milioni di euro è stato implementato attraverso le opcm n. 3362 dell’8 luglio 2004 e n. 3505 del 9 marzo 2006. Con questi fondi il Dipartimento della Protezione Civile - attraverso le Regioni - ha finanziato circa 2.300 verifiche sismiche sugli edifici scolastici. Le Regioni e i Comuni, inoltre, hanno effettuato ulteriori verifiche sismiche degli edifici scolastici con fondi propri. Al momento il Dipartimento sta informatizzando i dati di sintesi delle verifiche svolte per costituire una banca dati centralizzata associata all’Anagrafe dell’Edilizia Scolastica.

\n

Programma per gli interventi di adeguamento sismico delle scuole. Con la legge n. 244 del 24 dicembre 2007 il Fondo per interventi straordinari della Presidenza del Consiglio dei Ministri è stato incrementato di 20 milioni di euro all’anno a partire dal 2008 per l’adeguamento strutturale e antisismico delle scuole e per la costruzione di nuovi edifici scolastici, qualora sia indispensabile sostituire quelli ad elevato rischio sismico. Dal 2008 sono state attivate sei annualità del programma, per un totale di 120 milioni di euro stanziati. La prima annualità del programma è disciplinata dall’ordinanza n. 3728 del 29 dicembre 2008, mentre le successive sono regolate rispettivamente dalla opcm n. 3864 del 31 marzo 2010 per il 2009, dalla n. 3879 del 19 marzo 2010 per il 2010, dalla n. 3927 del 2 marzo 2011 per il 2011 e dal decreto del Presidente del Consiglio dei Ministri dell’8 luglio 2014 per il 2012 e il 2013. Le quote di competenza regionale sono assegnate a ciascuna Regione tenendo conto dei diversi livelli di rischio sismico che caratterizzano i territori.

\n

Dei 225 interventi finanziati, al 17 febbraio 2021 ne sono stati conclusi 192, 19 interventi hanno i lavori iniziati ed in via di conclusione e 9 la progettazione affidata. Oltre ai 225 interventi finanziati, altri 52 sono stati annullati d'intesa con le Regioni. Pubblichiamo in questa sezione i 225 interventi finanziati dal programma, aggiornati al 17 febbraio 2021.

\n

Per ogni intervento sono indicati: Comune, Provincia, Regione, importo finanziato, annualità, nome della scuola, data dell’ultimo aggiornamento, stato dell’intervento e descrizione dell’intervento. Inoltre, sono riportati anche il provvedimento di assegnazione delle risorse alla Regione con data di pubblicazione in Gazzetta Ufficiale e il provvedimento di finanziamento dell'intervento con data di pubblicazione in Gazzetta Ufficiale.

\n

Gli interventi finanziati dal programma sono definiti dall’ordinanza n. 3728 del 2008 all’art.1, commi 4, 5, 6 e 7.

\n

Nella ordinanza si precisa che gli interventi devono riguardare:

\n

Piano nazionale per la prevenzione del rischio sismico. Dopo il terremoto in Abruzzo del 6 aprile 2009 è stato emanato un nuovo provvedimento per dare maggiore impulso alla prevenzione sismica. L’articolo 11 del decreto legge n. 39 del 28 aprile 2009, convertito con modifiche dalla legge n. 77 del 24 giugno 2009, prevede che siano finanziati interventi per la prevenzione del rischio sismico su tutto il territorio nazionale e stanzia 965 milioni di euro in 7 anni. Nell’ambito di questo Piano nazionale per la prevenzione del rischio sismico, a partire dall’opcm opcm n. 3907 del 13 novembre 2012, sono stati introdotti contributi per gli interventi di rafforzamento locale o miglioramento sismico o, eventualmente, demolizione e ricostruzione di edifici ed opere pubbliche d’interesse strategico per finalità di protezione civile. Tra questi ultimi sono compresi gli edifici scolastici che hanno funzioni strategiche nei piani di emergenza di protezione civile. A partire dall’annualità 2013, regolamentata dall’ocdpc n.171 del 19 giugno 2014, le Regioni possono destinare una quota del finanziamento complessivo, previsto per gli interventi sugli edifici pubblici e privati, anche per interventi su edifici scolastici pubblici che nei piani di emergenza non svolgono una funzione strategica.

Between 31 October and 2 November 2002 Molise and part of Puglia were struck by various earthquake tremors. The epicentre was between Santa Croce di Magliano, San Giuliano di Puglia and Larino in the province of Campobasso. This area had until this moment been considered a low seismic risk zone.

\n

The most violent tremor, of magnitude 5.8 (Maw), was recorded 11.32 on 31 October in the southern part of Molise, north-east of the province of Campobasso, between Monti Frentani and the Fortore valley. It lasted 60 seconds and was felt quite distinctly through Molise, in the area of Foggia and in the province of Chieti. It was felt as far away as the Marche, Bari, Brindisi, Rome, Potenza, Naples and Salerno, and Taranto.

\n

The event caused 30 deaths, including 27 children, approximately 100 injured and 2,295 ended up homeless in the province of Campobasso alone. Even in the province of Foggia there were a great many left homeless and a dozen or so municipalities reported serious damage to historical buildings and homes.

\n

In San Giuliano di Puglia, the strong shaking caused the roof to collapse on the “Francesco Jovine” school building, which housed the nursery, primary and middle schools. 57 children, 8 teachers and 2 caretakers were trapped under the rubble. Firemen, Civil Protection volunteers and locals continued digging all day. People were still being pulled out from the ruins in the evening. The following morning the Firemen stopped hearing any voices from under the rubble. 27 children and a teacher lost their lives when the “Francesco Jovine” school collapsed.

\n

Today Jovine school has been rebuilt using innovative technique and, above all, ensuring the building is seismic proof. The new school features so-called seismic insulation, in other words a technique that manages to guarantee almost total protection even in the case of very violent earthquakes. This technique has already been tested in Japan and China during violent earthquakes and the buildings protected with this insulation were hardly damaged at all despite being close to the epicentre.

The seismic risk prevention fund.
Article 11 of Law No 77 of June 24, 2009 converting Decree Law No. 39 of 28 April 2009 for the reconstruction of Abruzzo, provides that interventions for the prevention of seismic risk are financed throughout the country, by means of a fund established in the budget of the Ministry of Economy and Finance.

\n

The authorized expenditure is 44 million euro for 2010, 145.1 million euro for 2011, 195.6 million euro for each of the years 2012, 2013 and 2014, 145.1 million euro for 2015 and 44 million euro for 2016. The implementation of Article 11 is entrusted to the Civil Protection Department and regulated by orders of the President of the Council of Ministers. The total amount is 965 million euros. However, although considerable compared to the past, it represents only a small percentage, less than 1% of the need that is necessary for the complete seismic adjustment of all buildings, public and private, and strategic infrastructure works. This operation will allow the safety of other public structures continuing the programs already started after the earthquake of S. Giuliano di Puglia and will encourage a decisive step forward in the growth of a seismic prevention culture by the population and public administrators.  

\n

With order of the President of the Council of Ministers No. 3843 of 19 January 2010 a Commission of experts on seismic risk has been established, which has defined objectives and general criteria for an effective prevention action to be implemented with the funds made available by art. 11. The objectives identified by the Commission concern, in particular, the mitigation of seismic risk through actions and interventions only marginally developed in past years, such as: seismic microzonation studies for the selection of suitable places to build and interventions on private buildings, through direct economic contributions for the strengthening or improvement of seismic structures. The use of art. 11 funds is regulated by orders of the President of the Council of Ministers, in compliance with the objectives and criteria defined by the Commission of experts. Following the publication of the orders that regulate the use of funds from the seven annual installments, Order of the Head of Department No 675 of May 18, 2020, was issued and published in the Official Gazette on May 25, 2020. This order aims to optimize the actions initiated over the years by introducing flexibility mechanisms in the use of resources allocated to the regions.

The seismic risk prevention fund, by Law No. 145 of December 30, 2018, has been refinanced for 50 million euros starting in 2019. The funds available and the related actions for the 2019, 2020 and 2021 annuities are governed by Order of the Head of Department No. 780 of May 20, 2021, published in the Official Gazette of June 17, 2021.

On April 6th, 2009 a violent earthquake hit Abruzzo and the province of L’Aquila. The earthquake had a magnitude of 5.9 on the Richter scale, a moment magnitude of 6.3 and a depth of 8.8 km. The earthquake caused 309 victims and more than 1500 injured people. The earthquake also heavy damaged public, private structures and the cultural heritage of the area.

A decree of the President of the Council of Ministers declared the state of emergency and appointed the Head of the Civil Protection Department as Deputy Commissioner until December 2009.

The charge is then extended until January 31st 2010, and in February 2010 the management is assumed by the new Deputy Commissioner, the President of the Abruzzo Region.
