Years 2019 - 2020 - 2021
Law No. 145 of December 30, 2018, refunded the Seismic Risk Prevention Fund by 50 million euros starting in 2019. The available funds and related actions for 2019, 2020, and 2021 are regulated by the Ordinance of the Head of the Department of Civil Protection No. 780 of May 2021, published in the Official Gazette on June 17, 2021.
Ordinance No. 780 is substantially in line with previous Ordinances of the Fund 2010-2016, with some innovative elements, in part already introduced in Ordinance 675/2020, designed to make resource use more flexible and to accelerate the schedule for the implementation of the Fund.
The new resources, amounting to a total of 150 million, are allocated to the following non-structural and structural prevention actions, as follows:
▪ seismic microzonation studies and emergency limit condition analysis (about 16.3 million euros);
▪ local strengthening or seismic improvement interventions or, possibly, demolition and reconstruction of buildings and public works of strategic interest for civil protection purposes (about 132 million euros).
Regions can allocate up to 2% of the total fund assigned to them to manage expenses related to the ordinances themselves. This share can be increased by 3% to fund technical inspections of publicly owned buildings and works (Article 2, paragraph 7).
Lastly, the Department strengthened its monitoring actions through semi-annual reporting (by June 30 and December 31 each year), performed in part through the use of the IT tools made available to the regions.
There are also deadlines for revoking resources if they are not used by the due dates.
