Year 2022 - 2023
In order to ensure stability for the measures launched from 2010 and in compliance with the provisions of Law No. 145 of Dec. 30, 2018 (State Budget for Fiscal Year 2019 and Multi-Year Budget for 2019-2021) and Law No. 234 of Dec. 30, 2021 (State Budget for Fiscal Year 2022 and Multi-Year Budget for 2022-2024), the Seismic Risk Prevention Fund provides 50 million euros for each of the years 2022 and 2023, for a total of 100 million.
The available funds and related actions are governed by the Ordinance of the Head of the Civil Protection Department No. 978 of March 24, 2023, published in the Official Gazette on April 12, 2023.
The Ordinance of the Head of the Department of Civil Protection no.978 dated May 4, 2023, published in the Official Gazette on July 13, 2023, distributes the new resources allocated for the following non-structural prevention and structural prevention actions among the regions as follows:
▪ seismic microzonation studies and emergency limit condition analysis (10.8 million euros);
▪ local strengthening or seismic improvement interventions or, possibly, demolition and reconstruction of buildings and public works of strategic interest for civil protection purposes (87.2 million euros).
Consistent with the past, the regions have the option of allocating up to 2 percent of the total fund for the management of charges related to the ordinances. This share can be further increased by 3 percent to finance technical inspections of publicly owned buildings and works.
Finally, the ordinance allows a portion of the resources allocated for interventions on public buildings and works (up to 20 percent) to be used for the completion of interventions still in progress from previous years.
The disbursement of these resources for the years 2022 and 2023 is regulated by the Decree of the Director of the Office of Administration and Budget rep. 2231 of August 7, 2023, published in the Official Gazette No. 201 of August 29, 2023.
The total amount of resources for structural and non-structural earthquake prevention actions for the entire 2010-2029 period amount to a total of 1,715 million euros.
