Year 2010

Order of the President of the Council of Ministers No. 3907 of November 13, 2010, regulates the financing procedures for interventions in the first year, as defined on the basis of the guidelines issued by the Commission of Experts on Seismic Risk.

The purpose of this measure is to:
- address the issue comprehensively, including actions that have so far been only marginally, or never, addressed by previous measures (seismic microzonation, interventions on private buildings)
- raise awareness and sensitivity among private citizens and administrators regarding the various issues posed by seismic risk, in order to foster a culture of prevention
- require co-financing from public administrations and private entities in order to multiply, or at least double, the impact of the allocated funds
- aim to reduce the risk to human life by strengthening private homes, strategic public facilities essential for emergency management, and infrastructure identified in emergency plans, limiting interventions to the highest-risk areas (classified as zones 1 and 2) and the most vulnerable structures. 

The decision on whether or not to implement measures regarding private buildings in the first year is made by individual regions, based on the priorities established by regional prevention policies. The allocation of resources among the regions was set forth in the decree issued by the Head of Department on December 10, 2010.
