Order of the Head of the Civil Protection Department No. 171 of June 19, 2014, regulates the procedures for using the grants for seismic risk prevention measures provided for in Article 11 of Law No. 77 of 2009, with regard to the funds made available for the 2013 fiscal year.

Order of the Head of the Civil Protection Department No. 171—similar to Order of the President of the Council of Ministers No. 3907 of December 13, 2010, Order of the President of the Council of Ministers No. 4007 of February 29, 2012, and Order of the Head of the Civil Protection Department No. 52 of February 20, 2013 - further develops the actions already defined in previous orders: seismic microzonation studies and analysis of critical conditions for emergencies, interventions on private buildings, and on urban structures and infrastructure of particular importance for civil protection plans, limiting interventions to areas with the highest seismic risk and the most vulnerable structures.

The amount allocated for 2013, totaling 195.6 million euros, is distributed among the Regions in accordance with the seismic risk of their respective territories. The Regions must allocate funds for interventions on private buildings, ranging from a minimum of 20% to a maximum of 40% of the funding assigned to them, provided that this amount is equal to or greater than 2 million euros.

As for 2012, seismic microzonation studies for 2013 must also be accompanied by an analysis of the Emergency Limit Condition (CLE) of the urban settlement, in order to achieve greater integration of seismic risk mitigation measures and improve the management of emergency response activities immediately following an earthquake. Grants for SM studies are awarded to Regions and Local Authorities that jointly finance at least 25% of the cost. This co-financing share may be reduced to 15% for municipalities that are part of a municipal association where no SM studies or CLE analyses exist.

Article 22 of the Order establishes the launch of a trial program to ensure the minimum conditions for managing the emergency response system. The program calls for the identification, in one or more municipalities or associations of municipalities, of three strategic buildings to ensure the coordination of interventions, medical rescue, and operational response. Regions that participate will be able to fund SM studies and CLE analyses in these municipalities or associations of municipalities without the obligation of co-financing. The interventions identified by Order of the Head of the Civil Protection Department No. 171, as in previous years, are implemented through programs prepared by the Regions and the Autonomous Provinces and communicated to the Department of Civil Protection.
