Order of the Head of the Civil Protection Department No. 293 of October 26, 2015, establishes the procedures for the use of grants for seismic risk prevention measures provided for in Article 11 of Law No. 77 of 2009, with regard to the funds made available for the 2014 fiscal year.

Order of the Head of the Civil Protection Department No. 293 - similar to Order of the President of the Council of Ministers No. 3907 of December 13, 2010, Order of the President of the Council of Ministers No. 4007 of February 29, 2012, Order of the Head of the Civil Protection Department No. 52 of February 20, 2013, and Order of the Head of the Civil Protection Department No. 171 of June 19, 2014 - sets out how interventions will be funded and further develops measures that were previously only marginally addressed—or not at all—by specific regulations: seismic microzonation studies, interventions on private buildings, and on urban structures and infrastructure of particular importance for civil protection plans, limiting interventions to areas with the highest seismic risk and the most vulnerable structures. The amount allocated for 2014, totaling 195.6 million euros, is distributed among the Regions in proportion to the seismic risk of the respective territory. For 2014, as in previous years (except for the first, relating to 2010), the regions must allocate a portion of their funding—ranging from a minimum of 20% to a maximum of 40%—to interventions on private buildings, as long as this portion is equal to or greater than 2 million euros.

As was the case for 2012 and 2013, seismic microzonation studies for 2014 must also be accompanied by an analysis of the urban settlement’s Emergency Limit Condition (CLE) in order to achieve greater integration of seismic risk mitigation measures and improve the management of emergency response activities immediately following an earthquake. The advance payment mechanism for associations of municipalities is being kept, under which the co-financing contribution for MS studies and CLE analyses can be reduced from 25% to 15% (the State funds 85% of the studies and analyses), and the opportunity for Regions to pilot a program aimed at ensuring the minimum conditions for managing the emergency response system is also confirmed, by identifying three strategic buildings in one or more municipalities or associations of municipalities to ensure the coordination of interventions, medical assistance, and operational response. Regions that participate will be able to fund SM studies and CLE analyses in such municipalities or associations of municipalities without any obligation to co-finance (the contribution is fully borne by the State).

Article 22 of the Order provides for the launch, on a trial basis, of a program to ensure the minimum conditions for the management of the emergency response system. The program calls for the identification, in one or more municipalities or associations of municipalities, of three strategic buildings to ensure the coordination of interventions, medical assistance, and operational response. Participating regions may fund SM studies and CLE analyses in these municipalities or associations of municipalities without any co-financing requirement.

These are the main changes introduced by Order No. 293:
- Level 1 SM studies must cover at least 70% of the total area of population centers and settlements or affect at least 70% of the municipal population
- Progress on the implementation of the measures provided for in the Order will be monitored by assigning a classification to all municipalities upon completion of the activities, which the Regions will communicate to the Department.
The measures provided for in Order of the Head of the Civil Protection Department No. 293, as in previous years, are implemented through programs prepared by the Regions and the Autonomous Provinces and communicated to the Civil Protection Department within the required time frame.
